No special vaccinations are mandatory for entry into Kyrgyzstan, Tajikistan, or neighboring countries like Uzbekistan. It is a good idea, however, to be up to date on routine vaccines (e.g., tetanus, measles-mumps-rubella, polio, etc.) as you would for any international travel. Many travelers also choose to get vaccinated for Hepatitis A and Typhoid if spending extended time in rural areas. Kyrgyzstan and Tajikistan do not have any yellow fever risk, so no certificate is needed.
